State stability relies on capable, principled officers: CM Bugti

QUETTA: Chief Minister Mir Sarfraz Bugti on Tuesday stressed that effective governance, public trust, and administrative stability depend on competent and upright officers. He urged young civil servants to view public service as a “national trust” rather than a routine duty.

Addressing the certificate distribution ceremony for the first pre-service training course for assistant commissioners and section officers at the Balochistan Civil Services Academy, Mr Bugti said the real test of officers would begin in the field, calling honesty the key to success and corruption a major challenge.

He highlighted that policymaking rests with the elected leadership, while officers are responsible for its effective implementation. “Bridging this gap in the spirit of service to the nation must be your foremost objective,” he added.

The chief minister also praised merit-based selection, urging officers to provide relief to citizens facing hardships. On security, he condemned attempts to destabilise the state and said no leniency would be shown to those engaging in violence. He warned against anti-state propaganda, citing Article 5 of the Constitution, which mandates unconditional loyalty to the state.

Mr Bugti emphasised discipline, noting that disciplinary proceedings had been initiated against a trainee officer for the first time in the academy’s history. He reminded officers that true success lies in character and service, not rank.

The CM also directed the regularisation of daily-wage employees on a contractual basis and allocated funds for the academy’s library in the next fiscal year.
