QUETTA: The Quetta Development Authority (QDA) has successfully completed an open and transparent competitive bidding process for two public parks and auctioned three obsolete government machinery items, generating significant revenue for the public exchequer.
According to a press release issued by the QDA, the transparent and competitive process generated Rs36,591,901 in immediate and first-year revenue, while the two parks are expected to generate substantially higher income over the duration of their respective contracts.
The competitive bidding also resulted in significant increases over the prescribed annual base rates of both parks, demonstrating the potential for securing greater financial returns from public assets.
For Abdul Razzaq Dautani Park in Satellite Town, the base annual rate had been fixed at Rs8 million. Following the competitive bidding process, the final annual bid reached Rs23.2 million, representing an increase of approximately 190 per cent over the base rate.
The park has been leased for a period of three years, with an annual increase of 10 per cent under the agreement. The expected total revenue over the three-year contract period is approximately Rs76.79 million.
Similarly, the base annual rate for Zarghoon Park, located in Zarghoon Housing Scheme, was fixed at Rs960,000. The competitive bidding process raised the final annual bid to Rs5.2 million, an increase of 441.67 per cent over the base rate.
The agreement for Zarghoon Park will remain effective for 10 years, with an annual increase of 10 per cent. The expected revenue over the full contract period is approximately Rs82.88 million.
Accordingly, the two public parks are expected to generate a combined revenue of approximately Rs159.67 million over their respective contract periods.
The QDA also successfully completed the auction of three government machinery items declared obsolete, generating Rs8,191,901.
The auctioned machinery included:
- Komatsu Grader: Rs3,535,001
- Sakai Road Roller: Rs1,725,000
- Nissan Truck: Rs2,931,900
The QDA said representatives of various relevant institutions were specially invited to observe the bidding and auction proceedings to ensure transparency, impartiality, fair competition and public confidence in the process.
Representatives of NAB Balochistan, Anti-Corruption Establishment, FIA, Commissioner Quetta Division, Quetta Cantonment and Quetta Metropolitan Corporation attended the proceedings as observers.
The QDA said the outcome achieved through an open and competitive mechanism reflected its commitment to managing government and public assets in accordance with the principles of merit, transparency, fair competition, accountability and productive utilisation.
The authority reiterated that efforts to ensure transparent management of public assets, institutional accountability and improved utilisation of financial resources would continue.
